
Vancouver, BC – April 2025 — Goverly Tech Inc, the AI-powered government contracting platform, is proud to announce a strategic partnership with Arctech Accelerate, a national leader in public sector funding and industrial development. This alliance aims to revolutionize how Canadian businesses, academic institutions, and Indigenous organizations access and win government contracts beginning with a dedicated push into the Industrial and Technological Benefits (ITB) landscape.
The two organizations are co-developing Goverly Defence, a product vertical focused on aligning Canadian suppliers with ITB obligations, defence primes and their Tier 1 suppliers, as well as upcoming procurement opportunities. With an estimated $3.5 million+ in Year 1 revenue potential, the initiative will digitize the current difficult and time consuming onboarding process that defence contractors, researchers, and innovators must undergo to qualify for ITB credits.

- Dr. Colin Brown brings extensive global policy experience, having worked with the United Nations and Canadian Forces. He will lead alignment strategies for clients with defense and government priorities, including geopolitical readiness and international defense alignment.
- Dr. Abhishek Soni, a UBC/MIT-trained scientist, will oversee grant structuring and proposal intelligence for dual-use R&D clients entering the defense and Horizon Europe sectors. His background in computational data science and grant design brings unmatched rigor to Canadian innovation efforts.
- Babar Mirza P.Eng, will guide engineering optimization and subcontractor readiness workflows within the Phase A framework, helping organizations meet both technical and economic eligibility for major primes.
- Major Daniel Martimbeault, an accomplished Strategic Project Manager specializing in the defence sector, with a proven track record of leading complex projects and delivering impactful results. His experience includes managing high-value initiatives aligned with Canada's Industrial and Technological Benefits (ITB) policy, where he effectively bridges the gap between prime contractors, government stakeholders, and local suppliers to maximize economic and technological outcomes.
- Merrique Richards, E.M.B.A, will lead marketing operations and stakeholder communications, ensuring ITB platform adoption among high-priority industry associations and academic networks.
- Tarig Abdellatief, Managing Director of Arctech Accelerate, Tarig helps companies secure contracts and grants in Canada's defence sector through strategic business development for SMEs, enterprises, government, and market insight. With a background in consulting/business management, he turns complex opportunities into real results for clients across the private and public sectors.
A National Opportunity
Canada's ITB policy mandates that foreign defense contractors reinvest billions into Canadian industry, education, and Indigenous engagement. Yet thousands of eligible organizations fail to capitalize due to knowledge gaps and process complexity.
